What is Consent to Establish and, why it required before establishing new unit?

Consent to Establish (CTE), also known as No Objection Certificate (NOC), is a mandatory legislative requirement for every industry / local body discharging any domestic sewage or trade effluent into water body or on land and / or causing emission of any air pollutant in Air Pollution Control Area (APCA).

All polluting facilities are legally required to obtain a CTE from respective State Pollution Control Board (SPCB).

The CTE will be granted after an evaluation of the potential environmental impact and design of Pollution Control Measure (PCM).


The conditions for PCM is part of CTE, which should be complied.
