Consent to Establish (CTE), also known as No Objection Certificate (NOC), is a mandatory legislative requirement for every industry / local body discharging any domestic sewage or tra de effluent into water body or on land and / or caus ing emission of any air pollutant in Air Pollution Control Area (APCA). A ll polluting facilities are legally required to obtain a CTE from respective State Pollution Control Board (SPCB) .
